Age: Unknown. However, he was kidnapped when he was fifteen and said that he had been raiding the Venture compound “since the 90’s”. If he was fifteen in “the 90’s” and current canon is set in 2009, he is possibly in his mid to late 20’s. Early 30’s at the latest.

Bender: After seriously thinking about it , I’ve decided that 21 will be a firebender. Going on the description of the firebenders you have provided, as well as what I know of the firebenders, this fits 21.He is a determined person, he can be quite aggressive, has a bit of a temper and is a very passionate person.
How quickly will they learn how to bend? Fairly quickly. 21 is from Season 4, where he’s transformed from a slobbish goofball to a tough, competent henchman. With the trauma of 24’s death pushing him, he made serious changes in his life, learning how to fight seriously, how to lead and how to turn the Fluttering Horde from a bunch of random slackers in butterfly costumes to the meanest group of Henchmen in the Guild of Calamitous Intent. And he did it in a period of months.
How does this relate to 21’s ability to learn a completely new skillset? Well, of course there will be a bit of a hurdle since he has no magic in his own canon. But once he’s able to clear that bump in the road, he should be able to pick up firebending rather quickly.
Weapons: 21 has two spring-loaded blades hidden in his gloves. He also carries a bunch of utility belts, the contents of which are not known with one exception: he has these super cool butterfly-shaped … well, they’re kind of like Shuriken. They’re pretty cool. But seriously, the rest of the stuff is unknown – but I shan’t be turning it into something like the Batman Utility belt trope. Butterfly shuriken? Sure. Other stuff? No.

Although recently he’s lost a lot of weight and gained an awful lot of muscle mass so that now he is toeing that fine line between ‘fat’ and ‘brawny’ that can only be described as ‘beefy.’ He has amber coloured eyes and light brown hair, which he currently wears as a ponytail. He does not appear to be very good at shaving, as he’s always got a five o’clock shadow.

He LARPs, collects comics and memorabilia from fantasy and science fiction movies and he is a walking, talking Wikipedia when it comes to various specialties of nerdery and also celebrity signature perfume lines. Like many overzealous manchildren, 21 has been known to have heated debates about extraordinarily important topics such whether or not Smurfs lay eggs. He is a fan of Western-style fandoms such as Lord of the Rings, X-Men, Star Wars and Star Trek. If he is a fan of anime, manga and things like that, he’s kept that side particularly well hidden. He is not the type of person to choose only one genre of dorkdom and stick to it, he’s shown to be an equal fan of fantasy, science fiction and even card games.
21 was woefully incompetent when it comes to his job. Although he has been henching for the Monarch since he was fifteen, there are a lot of things he simply does not know about the job. He is unaware of most of the mission-codes and is often completely surprised by obvious features of the standard issue gear he is given. He survives the many missions that the Monarch sends 24 and him on because he is “the perfect combination of expendable and invulnerable,” according to the Monarch.
However, I will be taking 21 from Season 4.
After 24’s death in the Season 3 series finale, 21 was lost. Although it didn’t come up while he was alive, after his death it’s revealed that 24 was the only person that he had considered a friend, and the loss of the only person he was close to changes something deep inside of him.

It does not pan out, so he turns to Dr. Byron Orpheus, a necromancer, only to find that he cannot resurrect 24.
In recounting the changes he’s gone through during his ‘torture’ of the Venture Brothers, 21 states that he ‘couldn’t go on being a henchman,’ and tried to ‘go back to life as Gary,’ but found that he wasn’t able to pick up his ‘normal’ life as a slacker . No, somehow he came to the conclusion that in order to honor 24’s memory, not only did he had to go back to the ‘henching’ lifestyle, he had to go back and succeed at it in a way he never had before.
So, he spent approximately six months training to be the best damn henchman he could be. He trained on his own and with his LARP (live action role play) group until he felt he was competent enough to rejoin the Fluttering Horde. When he did, he managed to take control of it, turning what had been a ragtag group of barely competent henchmen into ‘a crack team of winged killers,’ who have preferred to obey his orders over those of the Monarch. Even the super creepy Moppets/Pupae Twins take orders from 21, even though they had tried to kill him in previous seasons.
But he wasn’t alone through all this change. At some point after finding out that 24 couldn’t be brought back through scientific or magical means, he brought his only friend back to life the only way he knew how: by imagining him as a ghost. Their relationship is very similar to the one they had when 24 was alive, with the addition of 24 giving 21 ghostly advice on the nature of the universe and giving him helpful ‘hints’ that relate to his situation, such as when he tells 21 what kind of weapons Monstro’s men had or when he confers with 24 on the true identity of Zero.
It’s also interesting to note that 21 has hallucinated up different ‘companions’ for 24. On one occasion this was Speedy (a henchman who had been killed by a combination of 24 and Brock Sampson) and President Woodrow Wilson. These two ‘ghosts’ interact with both 21 and 24.
Perhaps most drastic of all is 21’s personality change. Before 24 was killed, he was an easygoing, geekish goofball. And while he does still have his nerdy moments (such as bonding with his boss’ girlfriend, Dr. Mrs. The Monarch over the original Star Trek series) and his goofball moments (when he’s holding the Venture Brothers captive and ‘torturing’ them) he acts like a much harder person now.
Well, sometimes he acts like a much harder person. Another big change in his personality is his inconsistency. For example, in S4E02 he lets a taxi driver live and even pays the fare after the Monarch has ordered him to kill the cabbie but later on in the series (S04E06) he doesn’t disobey the Monarch’s orders when he’s ordered to orchestrate the murder of Dr. Venture’s therapist. He kills Ghost Robot as he begs to be spared so that they might fight against Zeus (S04E11) only to mastermind a plan to take down Zeus and Zero with the help of all the other henchmen, sidekicks and other underlings a day or so later. He goes from threatening some of his underlings with the blades hidden in his gloves to joking around with them about Dean Venture’s morning wood.
He doesn’t ever seem to realize just how irregular his actions are, though. And no one ever brings it up to him, which, honestly, just proves how alone he actually is. Even when he finally is able to bring up just how miserable he is to Dr. Mrs. The Monarch (S04E14), she merely deflects the conversation by doing a cheerleading routine instead of trying to give him any help.
21, at the point I am pulling him from, is a very unstable person. He’s suffering from the trauma of losing 24 and the loneliness that ensues. And even though somewhere deep down he knows that this version of 24 isn’t real, he refuses to accept it . However, at this point, the majority of his instability is kept inside of himself. Although yes, he is more violent than he had been previously, he does not usually lash out without a reason.

The fact that he was in the eighth grade when he was fifteen seems to suggest that Gary was held back a year at some point. However, he seems to have taken to the hunching lifestyle with a passion, although until recently he wasn’t very good at it.
In fact, he was specifically picked out by the Monarch to go on at least one specialized mission, with his friend Henchman 24, simply because he is “that special blend of invulnerable and expendable” that makes up a good henchman. He has been on, in his own words, “over a thousand missions” with 24, at least one of which resulted in the death of one set of Venture Brothers clones.
However, after their combined incompetence manages to get 24 killed, 21 makes some huge life changes. Vowing that he would never ever allow someone to get killed because of his incompetence again , he changed and became a much tougher person, much better at his job, just trying to make up for what he believes is his part in 24’s death.
Skills/Abilities: hand-to-hand combat, tennis ball –to-hand combat, armed combat, infiltration, some skills with a dart gun.

It couldn’t be that bad, after all. Hell, it was probably nothing more than a simple ‘turn your head and cough,’ kind of test.
“I bet it’s going to be a prostate exam. With water.” 21’s mouth twitched in response to 24’s suggestion. “Seriously, these guys are obsessed with the stuff. They will find a way to work it in!” He clenched his hands into fists, forcing down the urge to shush 24. If he hadn’t been walking with the doctor (healer?) to whatever test he was going to take, he would have done just that.
The waterbender seemed to notice 21’s tension and gave him a quizzical look. “Are you all right?”
“Yeah. I’m good.” 21 forced his hands to unclench as they came to a stop in front of a door. The waterbender lead the way inside, and 21 followed, surprised by what he saw. Instead of any kind of medical equipment (not like they had much of that here) there was a table with four items on it: a shallow bowl of water, a messy pile of dirt and rocks, a small paper pinwheel and a lit candle.
“Don’t look at me,” 24 said, holding his hands up, palms out. “I don’t know what the hell they want you to do with that. Unless you’re in the lamest version of Fear Factor ever.”
21 crossed his arms over his chest. “Yeah, there is no way I’m going to eat those. “ The healer threw her head back and laughed at him.
“Smooth. Very smooth.”
“They’re not… why do you think we’d make you eat them? What kind of Bending test would that be?”
“Bending test?” 21 looked at the items on the table again. “So… what do I do?”
“Well, you try to move them.” 21 rolled his eyes and the waterbender narrowed hers. “Without touching them.” Clearly she had already dealt with this exact line of questioning before. “Just move your hands over them and concentrate on moving it.”
“And feel the magic inside of you,” 24 quipped.
21 simply couldn’t hold it in any longer. “Shush!” He flinched as he said it. “No, not you. I’m sorry. It’s a uh,…”
“Incontrollable urge to yell at your invisible friend?”
“…Nervous tic. You know, I can’t really help it. Ha ha ha. So.” He clapped his hands together, moving toward the table. “I just move my hands over them and … think about moving them?”
The waterbender gave him a long, hard look, as if trying to make a judgment on his sanity right then and there. But if she had decided either way, she didn’t tell 21 about it. She just nodded, a rather sour expression on her face.
21 frowned and reached out with his right hand, waving it over the water. He breathed a sigh of relief when the water held still. He didn’t think he wanted to be a waterbender now, not if he’d end up working with the healer he’d pissed off.

“Airbender.” 21 didn’t have to look over at the healer to know that she was rolling her eyes at his stupidity. He clenched his teeth. “And no, you’re not. It would have moved far more than that, you just caused a breeze. Okay,” God, he could hear the smirk in her voice.
“Try to move the dirt now. That would be Earthbending, not dirtbending or rockbending, by the way.”
21 shook his head, biting his tongue. He wouldn’t say anything nasty to her, even though he really, really wanted to. This was almost over. He’d finish up this dumb test and get out of here. He moved on to the candle before she could snark at him again.
“Let’s give candlebending a try, shall we?”

“Look. I don’t know anything about this bending bullshit,” he snapped. “You don’t need to treat me like I’m a fucking idiot. I’m not. I just don’t come from some place where,”

“People who have super powers call them by…”

It was the tone of her voice that pushed 21 over the edge. It was the tone of someone who was talking down to someone much stupider than they were. And if there was one thing that he knew he wasn’t, it was stupid.
“Look. I don’t know anything about this bending bullshit,” he snapped. “You don’t need to treat me like I’m a fucking idiot. I’m not. I just don’t come from some place where,”
“21…”
“People who have super powers call them by…”
“21.” 24 sounded a little more urgent.
“…Dumbass names like waterbending or earthbending. They call them what they are! And just how in the hell,”
“21!”
“Oh, what now?!” 21 cried out, looking over at 24. The ghost was pointing at 21’s right hand.
“You’re on fire.”
21 lifted up his hand and forgot all about yelling at the waterbender. 24 was right! The flame from the candle had somehow jumped to his hand and had enveloped, clinging as close to 21’s skin as a glove would. He shook his hand until the fire was out.
“Congratulations,” The waterbender said, looking like the least congratulatory person 21 had ever seen. “You’re a foul-mouthed jerk.” She wrote something down on her clipboard. “Oh, and a firebender.”
24 clapped 21 on the shoulder with a small smacking sound that only 21 could hear. “I always knew you were some kind of bender. The only person I know that’s more bent than you is my brother.”
